iPhone 11 not blocking a text

Received a text today from a Wierd number. Blocked. Person able to continue to text. I have unblocked. Restarted phone. Blocked again. Still able to text me. So frustrating.

number is :

If you still know / remember which phone number it is, ask your carrier to block that number.
