When you have multiple accounts on one iCloud account for family members, can everyone see everything on other people devices too?

No. In Family Sharing Accounts are separate. You don’t have multiple users on one iCloud account, you have multiple separate iCloud accounts that share the storage space.
Each account and its files are kept separate and private and cannot be accessed by any one else.
