Not allowing downloads
I keep trying to download an app but it keeps asking to verify my payment when I put my card in it won’t work and it keeps trying to charge my account when the app is free

To verify your payment information:
Sign in to your Apple ID account page and edit / update your Apple ID details.
On the Sidebar click Payment methods -> then tap Payments Methods and tap Manage payment method.
If you're still unable to update your payment method, Contact Apple Support.
