No messenger chat heads on iPhone 11

I am using iPhone 11, I have having a hard time on using messenger and other app simultaneously , I want to have a chat heads but I dont know how to activate it. I cant find it in the measenger app setting the button to enable the chat heads. I already search in the youtube but those suggestions that I have found is not applicable to my unit. your suggestions will be much appreciated
