Please i have to two phone and I'm using the same iCloud on both and one was stolen which the find my phone was not on is there any possible way i can track d phone??

FindMy capability can only be turned “on” WITH the device; there is not a way to turn it on/off remotely.
If FindMy was not enabled before the loss, your only “finding” method is by looking, calling, and listening.
