Safari will not download PDFs

All 3 of my macs can not download a PDF file from website links. Chrome, Edge, and even Opera work fine. I have contacted my business partners (All major financial services firms), and they told me to use another browser. OK, I have been doing that. BUT I give up so much wonderful Apple functionality. I want to use Safari! What gives? This has been going on for well over a year. A company the size of Apple is putting out a defective product and pretending it is someone else's problem. Help!

I understand when you click a link to download a PDF in Safari, it is not downloading them.

It should work as simply as you describe. Please review all the suggestions in If Safari on Mac doesn't open a webpage or isn't working as expected - Apple Support.
