If you want to revert to the free 5GB then
Downgrade or cancel your iCloud+ plan - Apple Support
Make sure you safeguard your data first if it is bigger than 5GB
If you simply want to use another cloud service then empty iCloud and turn off everything in your iCloud settings
You can't get rid of the empty iCloud space
