Unable to change system photo library

I've recently moved to a late 2021 16" MacBook Pro (running Mac OS 12.5) and have moved my Photos library from an external hard drive to the computer's drive. But I can't seem to make the new library my system photo library – the option in preferences is greyed out, as below.



Would be very grateful for any suggestions.

The fact that the System Photos Library is greyed out means it already is the System Photos Library:

Hmmm. I thought that might be the case. But photos on my other devices (iPad and iPhone) won't sync automatically with this library via My Photo Stream, whereas they did with the old library. (And they sync with each other.) All devices use the same iCloud account.

Any ideas on how to fix that?

Thanks a lot for your reply, and apologies for my late answer.

The iCloud preferences were set to iCloud photos "on" on my Mac, but to just "my photo stream" on the iPad and iPhone. I didn't think I'd have enough storage on iCloud for my whole library, but it looks like I do. :-)

So I've set all the devices to iCloud Photos "on". Let's see how that works!
