I broke my iPhone and had to get a new one. I couldn’t remember the password for my Apple account, I went through the 2 day process to reset it. I have new password and could log in now. But I was unable to pair my watch with the new phone because I don’t remember the password that was used to set it up originally

If you can't remember/gain access to the apple id that paired the watch to the phone.Take the watch and it's receipt with the serial number along with some photo id and any other proof of ownership to an Apple Store and request that they remove the Activation Lock for you.
