Can’t save video received in text that was “sent via iCloud”

A friend sent a video, the message “sent via iCloud” appears under it. I can view it by tapping it, but if I try to save it (tap the box with arrow icon, then choose “save video” from the choices that appear) the menu disappears but nothing gets added to my photo library. I can save photos and other videos from texts. Is this some kind of iCloud permission or sharing restriction? Appreciate any help.

When video is sent the steps using this article are to be followed from iPhone Share iPhone photos with Shared Albums in iCloud - Apple Support from your friend a mail is received in mail application ( IMAP account ) or you can open web mail account , a link is there you have to accept it see the steps in the article Subscribe to albums shared by other iCloud users in Photos on Mac - Apple Support

In your Mac photo library Set up and use iCloud Photos - Apple Support and its preferences Change preferences in Photos on Mac - Apple Support should always be set up , then designate the photo library System Photo Library overview for Photos on Mac - Apple Support

Note : for iCloud sharing the device of your friend it could be Mac / iPhone / iPad and your Mac / iPhone/ iPad whatever is used should be signed in with same Apple ID and password on the same network .
