icloud and photos

Hi! I have bought more storage for my iCloud and now I have over 25GB free icloud storage. My phone still says that 1700 items (photos and videos) have not been uploaded to iCloud becaus it doesn’t have enough space (clearly it actually does). I tried to buy even more storage but it still says the same thing. So how do I fix that and get my photos and videos to my iCloud
