How to set up a 2nd apple watch?
I have two apple watches. If I want to continue using the old one, when I set up the new watch, should I restore from backup or set up as a new watch?

Setup the new watch as a "new watch",you can only use one watch at a time but you can have many watches paired with the same phone,I have 3 watches paired to my phone at the moment because I do a lot of experimenting with different watches.
