had iphone 11 re stored via outside company ..... now says 'an update is required to activate iphone; ???????.... mothing working either when

Ok, try the instructions in the link I posted. Most likely you need to update your carrier settings.
If that doesn't work, you will need to seek further assistance from Apple. Click on the Get Support link in the upper right hand corner of this page.
