How do I get rid of the green plus? I have tried turning off my Mac and clicking on the trackpad but no success.

When dragging files between places on the same drive, the files can often be 'moved' by changing only the Directory entry, not literally copying the data blocks. This can result in a huge file, no matter how large, being moved instantly.
In general, the green plus sign appears when you are dragging files between drives, or other combinations of locations where a directory-only copy is impossible. The green plus sign indicates that the files will be Duplicated at the new location, not simply moved.
You can change to sense of the default (move or copy) by holding the Option key.
One more thought is that your option key might be stuck. If you suspect this, use keyboard Viewer. When a physical key is pressed, it will be accented in Keyboard Viewer.
