Unfortunately, the carrier is the only one that can troubleshoot your making calls. They are in charge of call handling for both cellular and wi-fi calling. Not all carriers support wi-fi calling either.

Did you look at the troubleshooting suggestions in the article linked to above? Have you called your cellular carrier?
