Family sharing with kids and child has access to screen time?

Family sharing with kids and child has access to screen time? I can't seem to turn off the screen time access. Tried to see if I can delete his account and reset it but can't find that either

What happens when you try to turn off Screen Time access? Have you reset the passcode? If using IOS 13.4 or later or Catalina 10.15.4 or later, see the Apple Support article(s) below. Link to contact Apple Support at the end of the article.

I tried all of that. I reset his settings in his phone and nothing changes his access. I can't take him off and reboot him to the Family Share account because Apple doesn't give the right. I have gone to an Apple story and they have no idea why this does this.
