I may have commented on this already, but I think error 1403 is a corrupted iOS download file. Check this to get you back up and running

You sure it is not error 4013? I don't see a restore error of 1403. See this, If you see error 9, 4005, 4013, or 4014 when you restore your iPhone, iPad, or iPod touch - Apple Support
