Have you chosen the option to restore defaults?
Do you have a beta version of Mac OS installed?
Do you have any "Profiles" pane in the System Preferences?
Is your device managed by a company or institution?
Does the same message appear when connected to another network?

I don’t think it’s anything to be alarmed of. Did you click the “Restore Defaults” option?
Likewise, when in that window, of you press Command R on the keyboard, does it go away?
If it doesn’t, and Restore Defaults doesn’t get rid of it, just restart and check again.
If it continues to appear, do you have any VPN installed? You’d see it on the left column of System Preferences > Network. I’d say if so, I’d remove it by highlighting it and clicking the “-“ below, then click “Apply” on the bottom right, and to be thorough, a fresh reboot.
No beta version. This is the first time I have ever seen this. No profiles. It’s my personal iPad. Not sure about the network. Thanks for any help!
Oh and it’s not an iPad right? The description shows Updates for this Mac.....
