Hello,
First make sure iCloud sharing is on for FindMy if it isn’t follow these steps:
Go to settings> [Your Name]> iCloud> Show All> Scroll down and make sure that the find my switch is turned on
There is a chance that iCloud could still be syncing as this is a new phone.
If that isn’t the issue:
You can reset your AirTag then Add an AirTag in Find My on iPhone
