Child account creation - Family sharing error

I've been trying for two days to make a child account on iCloud. I have myself and four others, room for one more. It allows me to add the name and birthday, then I need to do a verification for consent and add my credit card details. Every time I do I get an error and it says "try again later, your request cannot be completed". I have tried 2 different credit cards, including the one i have on file for my subscriptions.

I called apple support yesterday and was told to keep trying every 15minutes when the servers reset because there is no locks on my account, and everything looks like it should be fine.

I have tried to make it on:

The new iPhone I need it for, my personal iPhone and my iMac.

Has anyone gone through this, and have a solution? I'm trying to set up a birthday present and while I'm glad I got it early, I don't want this to be a last minute thing.

Thank in advance

iPhone SE (Gen 2)

So unfortunately none of that worked.

I did figure out a solution to anyone still having this issue.

On the new device, I went into the mail app to create a new ID. I made the account with my birth year. It then allowed me to create an apple id using the newly created icloud email.

I went into my family sharing on my personal phone and invited that email to my family sharing plan. SUCCESS. I then logged in to the newly made icloud email on a computer and went to setting to change the birthyear. it worked, it sent an email to me ( the family plan organizer) to confirm ( I started to get scared here), I confirmed by using a code the new email gave me when I requested to change the year and hit accept. BAM, a child account on my family sharing plan. Working perfectly now.

It's a lot of loop holes, and I'm hoping Apple can fix it as I've seen a few people having issues with making a kids account.

FYI you can change an "adults" birthday, but you cannot change a child's birthday.

'If you see a 'Could Not Create Apple ID' or 'Could Not Set Up iCloud' message' click here --> If you see a Could Not Create Apple ID or Could Not Set Up iCloud message - Apple Support

Unfortunately that's a pretty generic type of message. I got it a year ago while trying to sign in to iMessage on an old iPad. I think restarting the iPad eventually let me do it.

Try signing out of your account and back in again.

Try restarting your device.

Contact Apple and ask if they can tell you what this means, particularly if you see it repeatedly over a day or so:

Click here --> Choose your country or region - Official Apple Support Select your country, then a product. If you don't see one that handles your issue then keep experimenting with selections until you reach one that gets you a chat session or a telephone call and get the representative to redirect you.

or:

"See a list of Apple phone numbers around the world."

Click here --> Contact Apple for support and service - Apple Support

I know you called Apple once but it really is a very unspecific message once you start getting it repeatedly.
