I think “technically” it the most recent “activating” AppleID.

i.e. If a used iPhone is properly prepared for resale (including removal of the device from the owner’s AppleID); the AppleID of the “next / purchasing” owner will become the “Locking” ID when the

new owner activates the device.

Only the original owner can remove an activation lock. If you're not the original owner, contact them because there is nothing you can do
