Clock issue

Unchecked the 24-hour format and still having the top menu bar displaying the same thing. I am not sure what to do in this case as I watched numerous videos and attempts to solve this issue. Is anyone else having this problem and how would I go about solving this? I have provided a screenshot to show issue still exists. Thanks
