To change the screen lock passcode, you must know the current passcode. See -> Set a passcode on iPhone - Apple Support

If you’ve forgotten the passcode, the one and the only way to reset that requires erasing the device. After it’s reset you can restore your iCloud or iTunes backup to get your data back. See -> If you forgot your iPhone passcode - Apple Support

If necessary,  you will need to restore the device to factory settings. Do not restore from a backup made when the Screen Time code was active.
