I have used Photos on my Mac to create many shared albums and previous to today, everything has been working fine. This morning, I created one album and there was no problem. When I created the second album, I received an error "cannot create shared album." I have tried the usual turn off and turn on sharing which has not worked.
What are other reasons that I would receive the "cannot create shared album" error in Photos?

As you are getting an error that you cannot create a Shared Album in the Photos app, check some of your iCloud settings:

Thanks Vero_F1, I had tried those things before posting my question and none of them solved my problem.
Through a process of elimination, I determined the problem was that I had too many shared albums! I was at the limit of 200 and once I deleted a few extraneous albums, I was immediately able to create a new album.

So, let this be a lesson to all you kids out there, don't over use shared albums! If you think you might be close to the limit of 200, delete one or two and see if it solves your error.
