If I turn off my phone number do I get to keep photos on iCloud?
If I turn off my phone account do I still have access to photos on iCloud

You can change your phone number anytime. However, you will need to make sure that you go to AppleID.apple.com to remove that phone number from your trusted numbers (so when logging in to AppleID or iCloud and it asks you for a PIN, it won't send it to the phone number that you removed).
As long as you can login to your iCloud account, your photos should not be affected.
