Photos backup

paying for iCloud additional backup so I can clear photos from my devices but see them in the Apple cloud, (similar to google backup whereby you can see them in your google account but clear anything off your phone.)

ready the forum it says the iCloud extra storage is in fact just a syncing option and not a true backup and any photos deleted from my phone will delete from my iCloud too?
