My ipod shuffle (2nd generation) is not showing up in Finder (or Music). I've tried restarting my laptop, using safe boot mode, trying a different cord.
Because the shuffle charging cord is usb 2.0 (I think?) and my laptop is the usb-C, I use a dongle to make the connection. I'm using a Macbook Pro 2019, OS Monterey 12.4
So an update: I realized through research that ipod shuffles (2nd Generation) have their very own version of charging cords. I had been using a 4th Generation charging cord. Have ordered a 2nd Gen cord and will see what happens!

If it's still not working after that, then you'll want to contact Apple for assistance: Get Support
