Screen time keeps turning off

It’s driving me crazy. I have screen time set up for my kids, and it keeps randomly turning off. Scheduled screen time also just randomly shuts off. I don’t need to reset restrictions or anything, but I need to keep logging in to each kid’s screen time and turning it back on. Resetting my phone/the kids’ phones doesn’t solve it. I have an iPhone 12, 3 of the kid have iPhone 12s as well, and 2 have iPhone SE. I have changed screen time passwords in case the kids got wise to it, and I make sure they don’t change the time on their phones. I can’t figure it out. Possibly related, I notice that I’ll close tabs in safari one day, and the next day they’ll be back.
