I want to sign out the person who hacked my iCloud but can't change my Apple ID account.

my apple ID name gmail was hacked by the other person who used the window PC. and then the hacker used my gmail account

I cann't change my apple ID account mail. I want to sing out the preson who hacked my icloud,Apple ID account and icloud mail.
