touch id and password

 the stanza for changing the password and touch id has disappeared in the settings and i can’t change it

Why does login say "Your Password is needed to enable touch ID" when TouchID is already enabled? It seems confusing and stupid. If I can't use TouchID why even mention TouchID? Is there a point to even mentioning it at the login field?
