Automatically close apps without active windows

On the 'tab cycle screen` How come I see apps without any open windows in the tab view?


For example Safari appear in the ⌘Tab cycle view. When I select the app in Mission control no active tabs are available. If thhere aren't any open tabs available then why does it show in this view? I know about ⌘Q to close an app.


Is there any way to disable this?

MacBook Pro 13″, macOS 11.6

It's possible to have an app open with no open windows. On a Mac, closing all the windows doesn't quit the app. For that, you need to either use command-q or quit from the menu.
