How do I get my .mp3 into my iCloud Music?

I've downloaded some .mp3s (rough mixes of my daughter's album) on my Macbook Pro. I imported them into Music and made a playlist of them. But they show the "dotted outline" of a cloud and the playlist does not show up on any of my other devices. Any advice is much appreciated. Thanks so much.

MacBook Pro 15″, macOS 11.0

What does it say in the status column? Have you tried File > Library > Update Cloud Library?
