iLife '09 is a book I have but how do I work with it on my Mac Book Air with Mac OS Monterey 12.4? Do I have the functions on my Mac?

The Photos.app is preinstalled as a part of the system on your Mac. You will recognise it by the icon with the blossom with the rainbow coloured petals. To get started with Photos for Mac you may want to have a look at the user guide:

iLife 09 dates from more than 10 years ago. The photo app in the, iPhoto, no longer runs on recent Macs. It was replaced by Photos. If you're thinking of making a book yo can use Photos for that.
