iPhone 13 Pro won't turn off, force restart, or allow me to use any apps

hey, no matter what I do, my iPhone won't force restart. I can't shut my phone off or go into any of my apps but I can swipe left and right and get notifications I can do all the usual stuff but I cannot go into any of my apps, shut my phone off, or force restart it what do I do?
