Privacy report

Why are all of my apps collecting/sharing data that I’ve denied access to, with what looks like (but I don’t know IT) cross tracking with a billion people around the globe I ALSO didn’t want to have my contact list, etc,? I block 3rd party cookies, cross track, the other one that I think is newer, I only use Safari and only in the Privacy mode and I still go through and delete website data and anything else I don’t like. Apple had a post telling me to go to the apps and say what they are allowed to access. HELLO? That’s not doing anything at all apparently. So now what?
