My iphone 13 pro does NOT have option for Face ID and passcodes. How do I get the option?

Go to Settings > Screen Time > Content & Privacy Restrictions, scroll down to the bottom section titled 'Allow Changes' and check that the Passcode Changes item is set to 'Allow'
