I pay $4.99 for my subscription but when I go to watch on my smart TV it says I have to subscribe?

Does that mean you are using the same Apple ID? Or are you not sure? Or you already figured it out?
If you go into Settings->Accounts is your Apple ID the one being used?
If you have more than 1 Apple ID logged in, they will be listed at there bottom of that screen under "Apple ID"
You can select the correct account from there is there is more than one.
