Set them to ‘pairing mode’ and connect from the Settings﹥Remotes and Devices﹥Bluetooth screen. Use Bluetooth accessories with your Apple TV - Apple Support

Once paired, they should be remembered for a next time, and can then be connected to from Apple TV Control Center.
