Cancel the subscription of monthly storage fee on my iphone
I am changing my phone soon and I want to stop paying monthly charging $1.45 from July

This is primarily a user-to-user support forum; other Apple users like you. Cancel upgraded iCloud storage by downgrading to the free 5GB plan. See instructions in: Downgrade or cancel your iCloud+ plan - Apple Support
Also note that the storage is not linked to any specific device; it is linked to your Apple ID and will be available from your new iPhone (if you don't cancel the storage) if you use the same Apple ID for it.
