My iPhone has been stolen and I can't find it.

Hello Apple, I have a problem. My second phone has been stolen and I can't find it. To put it in, I didn't turn on the location feature in it. To clarify, the second device is linked to the same account as my main device. Please help by locking the second device permanently. The second iPhone 7 Plus device
