Continuity Sketch not showing up in preview markup

Hello. I am trying to use the continuity sketch feature on my Mac to sign a pdf for example using my iPhone. I have a 14" MBP and an iPhone 13 I can see it sometimes in notes but when I open up a pdf and try to follow the instructions on this page Use iPad, iPhone or iPod touch to sketch in or mark up Mac documents – Apple Support (UK) the option to add sketch is greyed out in file when the PDF is open and then the option isn't in the markup toolbar either. I have tried several pdf documents and I am not having much luck. Am I missing something here? When I did the screenshot it came up on my phone straight away so I could circle where the options should be.

I have just re read the document and it turns out you need to select the PDF in finder. Then either press space bar which will give you a quick look option and then you can do it from there. Helps if you read the document correctly. Sure I read that you open the document and it should work. Also would like to know why the add sketch from option is there but greyed out.
