How can I change the weather on my home screen of my 5th generation IPad?

I presume you refer to changing your chosen location for the iPad Weather widget…
Touch-and-hold the Weather Widget - and a menu will appear. Tap the Edit Widget button - and then Location. Either select a city close to you - or choose My Location.
