How to clear Apple ID balance to change region?

Friends,

please help me to charge balance from 0,01usd to 0 usd on my icloud.

I need zero balance on my icloud to have chance to change region and add credit card for new payments to buy icloud space.

I did it before by Gift cards, which was working on my region.

Now it changes and apple add my region on icloud stores, which give me a chance to charge balance from bank card.

after this I can not use gift cards any more, but can not add new credit card too, because of reason 0.01usd balance on it.

please help.
