Troubleshooting an Unknown, Locked Account:

Secure your Account: If you did not lock yourself out, then someone else may have, thorough use of Activation Lock on Find My, in which case someone know your login credentials. So, (A)verify your devices, and (B)modify your credentials:

A. Verify your Devices:

Verify that all devices are logged in to your account, by using this link: Check your Apple ID Device List to See where you're Signed in - Apple Support

then...

B. Modify your Credentials:

Having been stollen, someone lily has your credentials. So, by all means, modifying them.

• Modify: your login credentials (Using Both a New eMail and a New Password for each and all sites)
• Associate: a different method of payment to your account
• Enable: Two-Factor Authentication for Apple ID and for all other accounts that have such an applicable option

Your iPhone is locked. So, get this serviced.

Hold it Right There!

Being Locked Out...

Enter the passcode incorrectly too many times, and you'd likely be locked out for good. So, hold it right there, and refer to this link: If you Forgot the Passcode on your iPhone, or your iPhone is Disabled - Apple Support. It would be the one you've always entered. If you do not know it, then look for it in a location you may have stored it in.
