Series 7 Apple Watch Always On Display

I bought a series 7 apple watch and the Always On Display will not work. I have reset the watch twice I have unpaired and repaired the watch. Theatre mode is turned off. I have tried turning off Always On Display and waiting several minutes then turning it back on. I have tried turning off the wrist orientation. Nothing seems to work!
