iCloud purging deleted email after one week, no matter the settings

Hi gang - I can't find anyone that has actually solved this,.

just a lot of people saying "if you don't want to lose email, don't delete it", which is not a solution. I just want it to work the way I have it set to work.

So, I have iCloud email and on my Mac, and phone, and iPad I have it set to purge deleted email after 1 month. Sometimes I need to bring a back an email I thought I was done with, and this provides a safety net. Every device and iCloud online purges after a week.

Has anyone ever figured out what's going on?

Erase deleted messages

Choose when you want Mail to erase deleted messages. To avoid exceeding storage limits set by your email account provider, choose a setting other than Never.

If you select None for Bin Mailbox, you can have messages permanently deleted automatically.

If your email account provider sets up the server to delete older messages, the messages are deleted regardless of how you change this option.
