I got charged for a purchase I did not make I requested a refund from apple and they refunded it to me but I did not see the balance on my card go back up

Refunds are not instant - but will often take many days to be processed back onto your Credit Card balance.
There are many organisations involved in processing credit charges and refunds. Apparent delays in the credit appearing on your card account are usually because the transaction must first be processed through the card clearing network to your Credit Card issuer, and then be processed by the Card issuer itself.
If you do not see transaction appearing with 7-10 days of its occurrence, then is the time to contact Apple in the first instance - and having confirmed that the transaction occurred, you might contact your Credit Card issuer.
