If you cannot boot into Internet Recovery Mode using Command + Option + R and if you cannot create a bootable macOS USB installer as suggested by @ku4hx, then you can "Restore" the system firmware using the instructions in this Apple article (requires access to another Mac running macOS 10.15+):

FYI, if you are experiencing performance issues, then you can look for possible software issues by running EtreCheck and posting the report here using the "Additional Text" icon which looks like a piece of paper. If you give EtreCheck "Full Disk Access", then the report will include more details which may provide more clues. Usually performance issues are due to issues with third party software such as anti-virus apps, cleaning apps, and third party security software.
To look for possible hardware issues you can run the Apple Diagnostics.

Essentially, you startup from a bootable flash drive you created before you erased the disk. Erased is erased ... everything is gone from a usable OS perspective. You can always use a different Mac to create the flash drive.
