Messaging on iPad with no cellular number

Hi. My son has an iPad that I set up for him. He has his own Apple ID but I have parental controls turned on. He has a friend that we would like to iMessage. (He has other family members phone numbers in his contact list he iMessages no problem.) I add the child’s info into his contact list and he tried to text them. However, the blue arrow to “send” the text never lights up to show it can be sent. Why? Is it due to controls on his or the other child’s phone? (Yes the other phone is an iPhone. I verified with their parents)

Troubleshooting Dull-Arrow with Messages:


A. See here: If you can't Send or Receive Messages on your iPhone, iPad, or iPod touch - Apple Support. You need to have service on phone this is synced with. Without service, he can't sen it. So, see if you need to enable Messages in ScreenTime. Note that messaging is a service. So, with that service, you could not perform this.


B. "No Service":

Is "No Service" shown on the top-left corner of the iPhone? If so, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
