Apple Music family plan
If I choose the Apple Music family plan, can each person set their own music up on their individual devices?

Yes. Each person get's their own independent music library as long as each person is using their own Apple ID, and not sharing one.
Sharing an Apple ID defeats Family sharing as the Apple ID already has access to its subscriptions regardless of device.
